广西纪检监察部门近日公开通报两起整治形式主义为基层减负的典型问题，其中包括时任贺州市富川瑶族自治县委书记陈华违规推动“水秀”和“灯会”旅游项目，导致国家利益受损。

据通报，2017年，时任富川县委书记陈华未经科学论证，违反民主集中制原则，擅自决定在富川县福利镇神仙湖上投资兴建“水秀”和“灯会”旅游项目。他更是优先进行施工，后补办招投标手续，忽视前期风险评估。

2018年，“水秀”和“灯会”旅游项目完工投入使用，总投资高达2230万余元。然而，因前期投资风险评估不充分，半年后项目运营即入不敷出，最终停止运营。2019年9月，“灯会”项目因设施毁损严重被拆除，“水秀”项目也闲置待命，致使国家利益受损，当地群众反映强烈。

陈华曾在贺州市下辖钟山县、昭平县等地工作，2006年任富川县委常委、副县长，2009年任富川县县长，2015年2月任富川县委书记，2021年7月升任贺州市政府副市长、党组成员。

今年1月，陈华于任上被查，6月被“双开”，7月被逮捕，并以受贿罪接受司法审查。案件还在进一步办理中。调查显示，陈华丧失理想信念，背弃初心使命，对党不忠诚不老实，与他人串供，对抗组织审查；大搞劳民伤财的“形象工程”“政绩工程”；无视中央八项规定精神，违规收受礼品礼金，接受可能影响公正执行公务的宴请和旅游安排；违反组织原则，在组织函询时不如实说明问题；廉洁底线失守，为亲属向管理和服务对象借款；不正确履行职责，违规干预和插手市场经济活动；贪欲膨胀，擅权妄为，肆意插手工程项目，利用职务便利为他人在工程项目承揽及推进等方面谋利，大搞权钱交易，非法收受巨额财物。
